CIBSE TM39 Metering Specialist Scheme: Raising the Standard for Building Performance Metering

Effective metering and monitoring sit at the heart of understanding how buildings actually perform once they're built and occupied. Yet for years, competence in this critical area has often been assumed rather than formally demonstrated. The launch of the CIBSE TM39 Metering Specialist Scheme aims to change that, offering the industry a credible, recognised route for practitioners to validate their expertise against the latest CIBSE TM39 guidance.

A New Benchmark for Metering Competence

The scheme has been developed alongside an updated version of CIBSE TM39 guidance, drawing on input from a working group of industry practitioners who helped shape both the technical content and the certification framework itself.

Nicholas Darling a member of the working group shared he's perspective on why the scheme matters for the sector.

Effective metering and monitoring are fundamental to improving building performance, yet competence in this area has often been assumed rather than formally demonstrated. The scheme provides a credible and recognised route for practitioners to validate their knowledge against the latest CIBSE TM39 guidance, helping to raise standards and build confidence across the sector.

Effective metering also provides the foundation for the golden thread of building performance information, establishing a consistent data structure from design through construction and into operation. This enables building performance to be benchmarked against design intent, supports the identification and resolution of performance gaps, and helps ensure that operational outcomes align more closely with expected energy, carbon, and building performance objectives.

By using in-use performance data to drive continuous improvement, organisations can not only close the performance gap on existing assets but also inform future design decisions, creating a feedback loop that delivers better-performing buildings over time."
