New CIBSE TM39 Register Aims to Raise Standards in Building Metering
CIBSE Certification has introduced a CIBSE TM39 Metering Specialist register, a new initiative designed to formally recognise professionals with demonstrated expertise in building metering and monitoring.
The register builds on CIBSE's TM39 guidance, the industry standard for metering strategy in buildings, and is intended to give building owners, operators and consultants greater confidence in the people and organisations advising them on how their buildings are measured and monitored.
Richard Hipkiss, Strategic Director at Elemental Consulting Group, welcomed the launch. Hipkiss contributed to the development of CIBSE TM39 Test of Understanding, and has passed the CIBSE TM39 assessment, and now delivers CIBSE training on the guidance.
Effective metering is fundamental to understanding how a building actually performs, but simply installing meters is not enough. The metering strategy, the quality and validation of the data, and how that information is ultimately used are all critical to delivering meaningful insight. Having contributed to the development of CIBSE TM39, undertaken and passed the CIBSE TM39 assessment, and now delivering CIBSE training on CIBSE TM39, I’ve seen first-hand the importance of building genuine competence in metering and monitoring.
The introduction of the CIBSE TM39 Metering Specialist register is therefore a very positive development. For Elemental Consulting Group, it provides an important external recognition of our capability and gives clients additional confidence that our metering strategies and advice are based on recognised industry best practice. For the wider industry, I believe the register can play an equally important role. As the demand for better energy performance, operational efficiency and credible net-zero outcomes continues to grow, the industry needs confidence in the data underpinning those decisions. Recognising professionals who have demonstrated their knowledge and competence in metering and monitoring is an important step towards raising standards.
Ultimately, good metering is not about collecting data for the sake of collecting data. It is about creating reliable, meaningful information that enables building owners, operators and consultants to make better decisions. Better data leads to better decisions, and better decisions lead to better-performing buildings.”
