Compliance

Minimum Evidence Requirements for QA Audits

As mentioned in previous communications, for LCEAs the new QA Audit minimum evidence requirements were implemented on 1 October 2026 and the Scheme Operating Requirements containing the details can be found at the EASOB website.

It is vital that all active EPC, DEC and ACI assessors are familiar with these details of what is expected from them in terms of audit evidence when they are called for a QA Audit.

If there are any questions on the details of these requirements, we encourage assessors to email us at epc@cibsecertification.org for any clarifications needed.

New Building Regulations update exam

As most of our assessors are aware, a new version of the “Approved Document L: Energy and greenhouse gas emissions (2026)” has been published by MHCLG and it is expected to come into force in March 2027.

As a result, we are planning to implement an update exam (as we have done in the past with all major Part L updates) which our registrants will need to pass in order to demonstrate that they have maintained their knowledge and understanding of the Building Regulations and kept up to date with the upcoming changes.

We are still awaiting the publication of the relevant NCM modelling guide in order to form this exam, we will then communicate with all of you on how this exam can be accessed.

Please note that passing the CIBSE Certification exam will be the requirement for ongoing registration; passing other exams may not be an acceptable method of demonstrating compliance with the above.

Scottish Government study on EPC Assessor Skills

The Scottish Government has commissioned a survey of EPC Assessors in Scotland focusing on skills and competences required to carry out EPC Assessments across the full range of building types. Representatives of the UK, Welsh and Northern Irish Governments are also on the study Steering Group. The study is being carried out by Optimat Limited and CJM Research Limited.

The key purpose of the study is to better understand the training, assessment, qualification, accreditation and ongoing competence assessment system.  It will build evidence about the strengths and weaknesses of the current system and how the system may need to adapt in response to upcoming regulatory changes to the EPC assessment process. The insights gained from the survey will help governments across the UK continue to develop evidence-based policy in this area.

Access the online survey now

It should take between 10 and 20 mins to complete and is available during a five-week period between Monday 5 October and Friday 6 November 2026.

Optimat would like to thank you in advance for your participation in this important study.
