Section 63 Advisor (Scotland)

Support building owners in Scotland to meet their legal obligations for improving energy performance by becoming a certified Section 63 Advisor.

CIBSE Certification's schemes are for competent personnel who provide robust, impartial knowledge and guidance in the design and operation of energy efficient buildings, and management systems.

All schemes conform to the requirements of  ISO 17024:2012 and registrants must comply with competency requirements, our code of conduct, maintain appropriate insurance and meet our CPD requirements.

What is a Section 63 Advisor?

Section 63 Advisors are qualified professionals authorised to produce Action Plans under the Assessment of Energy Performance of Non-Domestic Buildings (Scotland) Regulations 2016. These plans set out cost-effective recommendations for improving a building’s energy efficiency.

Certification enables you to support property owners in complying with legislation when buildings are:

  • Over 1,000m²
  • Non-domestic
  • Not meeting minimum energy standards

Who Can Apply?

To become a certified Section 63 Advisor, you must:

  • Already be certified as a Level 5 Non-Domestic Energy Assessor (NDEA) with CIBSE Certification
  • Complete approved Section 63 training
  • Demonstrate technical competence and understanding of Scottish regulations
  • Submit the completed application and supporting documents

How to Apply

There are 2 routes to registration:

  1. If you are already an LCEA Scotland EPC assessor Download the Section 63 Advisor Application Pack →
  2. If you are not already an LCEA Scotland EPC Assessor you need to join that register before applying to be a Section 63 Advisor. Details on applying to become an LCEA Scotland EPC Assessor can be found here
