New Commercial EPC Conventions Issue 9

The Department for Levelling Up, Housing and Communities (DLUHC) has approved the new set of Commercial EPC Conventions issue 9. These can be found on the CIBSE Certification website.

As all Non-Domestic EPC assessors are aware, the Conventions form part of the overall EPC methodology and are essential in producing and delivering EPCs for clients. We invite all EPC assessor to review the new document and become familiar with all changes (highlighted in blue in the document) as these will influence the way they model their EPCs.

Please note that the new EPC Conventions will take effect for any lodgements taking place after the 1 July 2024.

Please feel free to contact CIBSE Certification with any queries at epc@cibsecertification.org.

Scottish Government request for feedback

The Scottish Government are currently going through a process of assessing the EPC market and examining ways to reform EPCs, in order to make them more accurate and able to address future needs of the industry.

They have kindly asked us to reach out to our registered EPC assessors and ask if any of you would be willing to provide your experiences and feedback regarding EPCs and the EPC market. If any of you would like to participate in this exercise, please let us know at epc@cibsecertification.org and we will pass your details to the Scottish Government representatives who may contact you in the near future.

New DEC ORCalc Scotland software version 2.0.0.

We have been informed by the Scottish Government that a new version of ORCalc for Scotland is now available.

You will need to use this version of the tool going forward in order to lodge DECs in Scotland. This latest version includes the annual renewed security certificate as well as improvements to bring the tool up to current industry standards. Please note the following changes:

  • This is targeted at Windows 10 and above (released in July 2015 and combined with v11 represents 97%+ market share of windows)
  • It requires a 64bit Operating System (99%+ market share)
  • The .net 8 64bit redistributable framework is a key prerequisite for this installation (we can send this to you if you need it)
  • The installer and instructions have been updated
  • The version number has jumped to v2 to represent this major upgrade
  • Several existing bugs have been identified and addressed:
    • An Advisory Report (AR) was permitting the user to skip the entry of the buildings benchmarks, this made an invalid submission for a draft AR (blank property type).  This data entry has been made mandatory.
    • Removing the Assessor information and attempting to navigate pages or load new files led to the menu and navigation buttons becoming out of synch. The checks have been improved.
  • During testing it was identified by Aecom that their corporate network (specifically the VPN connection) was affecting communication with the Draft DEC/AR service.  Users should attempt different networks if they can’t create outputs.

You can access this new version of ORCalc on our Lodgement Portal.
